So, we have our Daily Forum and it is 10:25 AM. The project manager should be in the meeting room, waiting. At precisely 10:30 AM, you start the meeting. Not a second later. You are getting your team members used to the fact that we do things on time on the project, very precisely on time indeed.

If the project manager is ill, off work or otherwise indisposed then you will always have an alternative arrangement. The alternative arrangement is that the meeting will begin without the project manager. Another team member is assigned to document any actions which come out of the Daily Forum.

Right, it is 10:30 AM, let us begin. The project manager starts, then each persons contribution to the Daily Forum involves their answers to the following three questions.
