As we said in the previous chapter, we perform assessments on the solution or part of the solution when it leaves the development environment. Using the Toolkit, we mandate that there are environments in place for the purposes of the assessments. Quality and suitability of the environments is of paramount importance and it is the responsibility of the release manager to specify, procure, establish and decommission environments for the purposes of the project.

The business sponsor will provide high level specification and costs of environments for the purposes of the change request evaluation. These may be sourced from the release manager or an environments manager but the business sponsor will own the specification and costs for the purposes of the change request evaluation.

The release manager will have provided high level specification and costs of the environments for the purposes of the approved change proposal and detailed specifications and costs in the Release Plan.

The specification and costs will cover the full set up and operation of environments including data loading, conversion and unloading as well as any specialist skills or setup required.
