The statements in the Declaration are set out so that each ones response should be, where possible, confirmed. In other words the objective of the Declaration is that stakeholders are able to evidence most of these statements are correct. They know they are correct and they should be able to evidence they are correct. This is the ideal state and although this is rarely achieved, it will demonstrate those areas of the project that are lacking, need recording as project risks if they are not triggering disengagement and need overcoming when possible.

There are some statements that relate to conditions that cannot be confirmed at this early stage of the project so there is a control in the test to see if responders are simply answering Confirm to everything. It is unwise to warn responders of this minor conspiracy, of course.
