The user requirements are documented in a section of the Prioritised Story Board and used as the validation basis for shipments. There is a very simple reason for this: the business will assess and validate the shipments and they do this to determine if a shipment has delivered requested user functionality. User functionality is defined in the user requirements by the business. Therefore the business team will assess shipments using the user requirements to see if they are partially or fully satisfied. This is a very similar technique to the validation method in part of the testing V Model.
